I turned off my iCloud photo library so I could backup all my other information. I have tried several times to "undo delete" and it won't bring my pictures back to the cloud on my phone. Please help.

Did you need your iCloud storage for other data? Did your iCloud storage not suffice for what you wanted to store?

"Undo Delete" is not possible after more than 30 days. How long did you wait?
And you enabled iCloud Photo Library again on your iPhone?
Have you checked in the Phots.app on https://www.icloud.com/ using the Photos.app if your Photos are still in iCloud Photo Library? After three days they still should be, if you did not use the available iCloud storage for other items.
Yes the photos are stealthier but it says that after 27 days they will be deleted and for me to go to settings on my iPhone and click un do. which my phone won't let me.
you probably have only a 5gb free apple account yet the library you want to recover is over 5gb. Go get the next plan up then you'll be ok to check the 'undo delete' option

I had this same issue and this was my fix as well - my library was bigger than could be backed up with my storage plan, so it wouldn't let me "undo delete." Once I upgraded I was able to undo.
I am experiencing the same problem , i cant afford to upgrade my plan so do you think i could log in to my icloud via pc then delete some photos/videos to free up some space to then download back onto my iphone
