What settings do you have for iCloud in the Mac System preferences and in the iPhoto preferences and on each IOS device

What is the exact message and the exact content of the eMail?

Is the email also letting you know that you have a certain number of days to download your photos from iCloud Photo Library?

If you had previously enabled/used iCloud Photo Library and then subsequently decided you did not want to use it by disabling it, these messages are warning reminders to make sure you have copies of the photos you had uploaded to iCloud Photo Library before they are permanently deleted from iCloud.

To disable and delete your iCloud Photo Library you would have done the following:

Go to System Preferences > iCloud > Manage, then click on Photo Library then select Disable and Delete.
