Using Macbook Pro, my cursor magnifies when the the mouse is being moved quickly around the screen. It will stay magnified for as long as I'm moving it around then shrinks back to default size once I stop. Is there an option in the system preferences that I can turn off ?

This sounds like a "feature" introduced by third party software. Does this same behavior occur when logged in as a different user, e.g., Guest? How about when starting up in Safe Mode? You can see what is running on your system via EtreCheck.
That cursor magnification behavior is also a feature of El Capitan and appears with the beta. If you have that installed, then normal.
If you have Yosemite then that's odd.
