Does its insides still work? When you plug it into a computer do you get a reaction? Can your computer see the ipod? If so you may be able to use window's explorer to access photos on the camera roll part of your iPod.
Connect it to the computer, click on 'my computer' or your file explorer icon (the little folder icon), see if you see your iPod on your computer. If so, click on it and you should see a DCIM folder. That'll be where the camera roll photos are. Simply drag the folders inside that DCIM folder onto your computer.
If you can't get any reaction from your iPod then your photos may be lost.

- If they are in a backup restore another iPod touch, iPhone or iPad from the backup
- If they are in a backup made by iTunes there are apps that can extract data from the backup
- Contact a Data Recovery company
