i Live in Spain but am English. I want to permanently use the UK store in iTunes because there are apps and other things not available in the Spanish store. I have changed my payment account details to an English account , what more can I do?

You can't use the UK store unless you here in the UK store, being in a country is part of the store's terms - so whilst you are in Spain you can only use the Spain store. If there are particular apps that you'd like then you could try contacting their developers and ask them to allow Apple to sell them in your country, and similarly for other items.
