You may be able to resolve the issue by restarting your Apple Watch and/or paired iPhone rather than by unpairing and restoring your watch.
Also, instead of organising the app icons on your Apple Watch, you can arrange them using the Apple Watch app on your iPhone.
You may also find this easier and more convenient given the iPhone's larger display.
"open the Apple Watch app on iPhone, tap My Watch, then tap App Layout. Touch and hold an app icon, then drag it to a new location."

Jul 25, 2015 4:14 AM in response to Jonathan UKby Shmoos74,When I wrote my initial problem I meant to say I was arranging my apps through the app on the phone not buy the Apple Watch itself. The problem seems to come and go and I found that sometimes deleting or reinstalling the app brings it back. I've already done hard reset some both the phone and the watch by holding both buttons down until the item turns off and The Apple logo comes back on. This has not solve that problem. Perhaps with the next update it will eliminate the problem. I thank you for responding to my question and with an answer It was greatly appreciated.

Or just let them know about the problem via https://www.apple.com/feedback/watch.html
