Refund of in-app purchase says, "We could not process this request."

After purchasing an in-app feature, I was not very satisfied with it, as I had bought the wrong one. I tried to return it on iTunes, but after I reported the problem, it says "We could not process this request." Does this mean I can't do a refund? How long do I have to wait in order to request a refund?
