How can make bootable Pen Drive to install OS in Apple Mac ook Pro?
My laptop Mac book pro does not boot. Kindly suggest how can we boot?

Depends on how old it is.
If it is newer than about 2010, you should be able to use Internet Recovery if normal Recovery doesn't work:

If it is older than that, you would need the install disk that came with the Mac.
If you have another Mac, you could try downloading Yosemite from the App Store, then create an installer from that: Create a bootable installer for OS X Mavericks or Yosemite - Apple Support
