Q: Why are my iCloud photos not in albums

I Am uploading my photos to iCloud but the albums are empty,  the photo photos are just downloading into 'All Photos'.

iMac, OS X Yosemite (10.10.3)

I'd be inclined to let the upload/download complete before deciding if there is a problem or not.
