From your question, it sounds like your iPhone 4 is getting warm while you are charging it. If this is the case, this is normal behavior. However, I would still recommend reading over the attached article for information on keeping your iOS devices within acceptable operating temperatures.

When using the device or charging the battery, it is normal for it to get warm. The exterior of the device functions as a cooling surface that transfers heat from inside the device to the cooler air outside.
