Want to make a jigsaw puzzle for my children's book

Hello,

Can anyone recommend a good safe easy piece of software to use to create a jigsaw puzzle for a children's book I am creating in iBooks Author? It would be great if it would create the widget but if I could just get the pieces I can use Bookry to create the widget.
