I was using the voice message and I send it to a person with an iPhone. I know using the voice messages means you are sending it through iMessage. But what if the Voice Message got send through SMS to a person with an iPhone. Would they still be able to hear it??

It is a data package so by definition cannot be sent as SMS. I checked to see if perhaps it is sent as MMS, but it looks like not. If you send a voice message, it will be stored until the user reconnects to either WiFi or cellular data. Once they comes back online to use iMessage, it is delivered.
