Not able to download photos from icloud.com

I would like to download all of my photos from icloud.com. However, a thumbnail of the photos does not show up when in the Photos area, just a triangle with an exclamation point in it does for each photo. If I try to select some to download, nothing happens. I'm on Windows 7 and Chrome. Thoughts?
