Photos stopped downloading on old iPad when I got a new iPad

Hi, Last week I got a new iPad mini 3. Im passing my iPad 2 on to my husband. I want all the pictures to now download from iCloud to both iPads. The old iPad stopped downloading pictures. It is still receiving mail. What changed? How can I fix it? Thanks,
