I understand that that you would like to move music from an external drive onto your iPod classic without moving your music onto iCloud and without using iTunes if possible.
Previous iTunes purchases are stored in iTunes in the Cloud so that they can be re-downloaded from the same Apple ID. I am not sure what you mean by not wanting to move your music onto iCloud, but if you could elaborate, I would be more than happy to try and provide an answer for this question. As for syncing the music from an external drive to your iPod classic, this would need to be done through iTunes on a computer. If your music from the external drive is not already in iTunes, the attached article below will help you open that external library in iTunes on your Mac. From the sound of your post, you may be able to start the process on step 4 under the Restore your iTunes Library backup section.

Once your music is in iTunes, you can sync to your iPod classic as you normally would. Information on syncing is included in the next attached article.
