I can't get rid of VoiceOver changes message on my screen. I can't do anything with the phone. Help!

The following message is on my screen:

VoiceOver changes the gestures used to control your iPhone. Are you sure you want to continue? Press the home button to cancel.

No matter what I do, I can't get this off my screen. I can't even get to restart.

Help please.
