A refurbished phone not bought from Apple (who test refurbished phones very thoroughly and put them in a new case) has probably been just checked briefly and given a polish. Such a phone may be perfectly OK - and if this is a respectable firm they should exchange it if it isn't - but it's vital that you should check that the phone has not been 'Activation Locked' because that won't show up until you upgrade or reset it which might be a long time after you've bought it - and if it's locked that will then brick it.

Apple have provided a method of checking before purchase that an iOS device isn't Activation Locked:

Basically you just go to https://www.icloud.com/activationlock/ and enter the IMEI or serial number and a captcha. Buying a second-hand phone from anywhere except Apple without carrying out this check is highly inadvisable.
