Reordering pictures in Scroll View

In scroll view the order of the pictures is often out even if they are anchored. I can reposition the pictures vertically, but can't correct the order. Am I missing something?

In the screenshot, I want the pictures to be in the order of the paragraphs. Each of the pictures is anchored to the relevant paragraph. The espresso shot is anchored to the 'Pressure' paragraph, yet is first. The cafetiere (selected) is anchored to the 'Immersion' paragraph, yet ends up last.
