Thanks for using Apple Support Communities.
From your post I understand that in order to free up some space on your iPhone, you are trying to transfer some photos off of it. Since you are only seeing a portion of your photos when trying to import, then it indicates your other photos were synced to your iPhone. In order to get those synced photos off of your iPhone, please follow the instructions below.
Delete synced photos
- In iTunes, locate and click on your device.
- Click Photos.
- Choose "Selected albums" and deselect the albums or collections you want to delete.
To delete all synced photos, deselect "Sync Photos from" and, when asked, click "Remove photos." - Click Apply.

When you say delete these synced photos, will that erase my photos on my phone? yes I want to free up some space but I do not want to delete these photos altogether. I want to move them fom my iphone to my windows PC and then I'll be backing them up to the cloud.

By deselecting the items that were synced from your iPhone, they will then be deleted from your iPhone. Since they were synced to it in the first place, they should still be on whichever computer you used to sync with.

I have followed those instructions but when clicking on 'photos' in iTunes i get the following message:
icloud Photos is On
Shirins iPhone can access photos in iCloud. Photos can be downloaded to your device wifi or mobile network.
My iCloud account has plenty of space, but it's my iPhone internal memory that is full (I find this feature of iCloud totally useless to be honest in that you can't store the files in iCloud solely I.e. Remove them from your internal memory but keep in the cloud!). I suppose this is one way of Apple ensuring I need to upgrade my phone!
