server video to chrome mobile doesn't work

With Mac OS 10.10.4 (Yosemite) and Server 4.1.3 I cannot serve (through apache) videos to chrome mobile on a nexus5 (maybe others as well). The same video will play when provided by other websites. My server's video plays fine in safari, firefox, opera desktop browsers.

How do I configure apache to do this correctly?
