i Want to delete photos off my devices. So if I turn off icloud will the pictures already there remain even though I have deleted them from my devices.

As long as you are not syncing, if you delete from the device, iCloud content will remain untouched.
TThe images will remain in iCloud, but as soon as you turn iCloud Phoro Library again on your phone, they will sync back to the iPhone. I suggest just making sure your local library on your iPhone is set to be Optimized.
Settings > Photos & Camera > Optimize iPhone Storage checked ON
If I understand the two replies:
If I turn off iCloud I can delete from my devices
But when I turn iCloud back on it will sync back to the iphone
So deleting photos
is a waste of time, right?

No, it's not a waste of time.
Delete photos that you do not want or need, forever.
Let the Optimize Library function work its magic to keep the library only as large as you have space for.
If I disable iCloud so I can delete photos from my devices, will the pictures that were already stored there remain?
