Possible to send text msg using iPad?

Is it possible to send a text message using my iPad Air (wifi + cellular) to a person that is not an Apple user? I am running iOS 9 beta 4 on both my iPhone 6+ and my iPad Air.

I heard iOS 8 had a forward text messages feature, did they take it out with iOS 9?
