How to best manage Photo space on the iPhone ?

My photos are synching nicely to the Cloud and my other devices photos are also visible on my phone.

My problem is that I'm running out of space on my iPhone. If I delete the photos on my phone, they will be deleted from all my devices and will be lost.

What I would like to do is to delete them from my phone but have them REMAIN in the Cloud for access from the phone and other devices.

Is this possible ?
