What is the setting that allows me to get text messages on iPhone and iPad simultaneously?
With Bluetooth on and all devices connected to the same wifi network, on the iPhone, go to settings, messages and under "text message forwarding" enable the devices you want to share SMS texts with. For iMessages just make sure all devices have the same send and receive address(es).

Are all devices up to date with iOS 9.2 (continuity features require iOS 8.1 at least)? All devices must be connected to the same wifi network, and you will need them all to have Bluetooth on for handshaking.
