a message pops up every time i try to go on the internet saying that I have to call a number because my IOS 8 has been blocked

Every time I try to go in safari on my Ipad mini 3 a message pops up saying that I have to call a number because my IOS 8 has crashed. I called it and the person that picked up told me that I have to pay $59.99 so that he can fix the problem.

TThat's a scam. Don't call or pay. Go to settings> safari> clear history and website data. As long as you have never jail broken that should fix the issue.
