icloud Drive upgrading but just spins

My iCloud Drive in settings is trying to upgrade but it just keeps spinning and gets nowhere. It causes my battery to drain and I can't get it to stop. Looking for a way to stop the upgrade. I have never used my cloud as of yet. Any ideas?
