Almost all my photo's have disappeared?

Question

Almost all my photo's have disappeared?

My 20gig allowance was almost up. But it now says that I have 16gigs available. All photo's from 10 years are now gone with only the last 2 weeks left?

Are they on your computer and/or devices? Are they at iCloud.com?

No because I needed space in my Mac I deleted many of them. Not only are they missing now in iCloud but all those that were downloaded from 10 years. I have ghost images in the projects tab only.
