Why I can't login to my AppStore or iTunes store ?

Advice you that I can't access to my account on the program AppStore , not that i put my e-mail a user ID Apple digit name & password within the AppStore or iTunes Store show me the message content ( PAL can not connect to iTunes Store)

However whenaccess to Game Center to be approved and enter the same personal data above ,,
