Apple icloud issues

i am unable to activate my imessage, facetime or my icloud on my ipad. Every other internet app works except those that requiremy icloud. Have restarted, reset, gone back to factory settings nothing has worked, any suggestions?

My assumption is that there might be some problem with your Apple ID. It happens on occasion. You can go here and move through the appropriate links once you get into your country/region.

Contact Apple for help with Apple ID account security - Apple Support
