Can i use my phone credit to buy gems in clash of clans without a credit card?

I play clash of clans everyday and i'm a bit unpatient and i can use gems to speed some things up.

I have €10.00 right in front of me and i'm thinking about buying some credit for my phone.

I was wondering if i could use that credit to but gems without using any credit cards or iTunes cards.
