Itunes Match is Grayed Out and Icloud is missing from my itunes

I recently tried to log into my itunes on my Windows computer but was told that I needed to answer some security questions. After I did and went back and logged on, my itunes library had shrunk from 3600 songs to 1400 songs. This is a collection that has taken a long time to build. When I go to do itunes match, it is grayed out and can't be utilized. Also, every icloud option is not showing. I have no idea where my songs went or how to recover them. I have not backed up this library because it was my understanding that icloud was doing that and I've never had a problem before using the itunes match between computers.

Can anybody help me figure out how to get those songs back? How to get itunes match or icloud back? Any help would be greatly appreciated.
