Icloud can't sync my phone number

Hello everyone, I am from Peru, my account is from the US with the billing address from my house there, but I live now in Peru and my phone number is from here, I don't know if that is the reason for this to happen: my icloud account doesn't syncronise my phone number.

and I don't know if that is the reason why I can't message in my apple watch too, or use the sms in my mac or in my ipad.

PLease somebody help me out! I'd appreciate it a lot!
