Restore nonworking device on iCloud?

I accidentally removed a nonworking phone from iCloud before backing up the new phone. Now I can't find any of my pictures, etc. Is there a way to add the nonworking device back to iCloud so I can back up the new phone? If not, would support be able to assist in doing so?
