Why does iPhone6 shows over 20GB of "other" data being used!?

Help what is going on with my phone?? I took everything off and it is still there?

iPhone 6, iOS 8.4

‘Other’ displays the amount of memory occupied by system files, caches, archives etc.

To free up this space, follow the steps below:

Restore your device to factory settings. Note that this will erase the data from your device.

Yes I have done this 2 times already today and deleted practically everything off my phone, all apps, all music, over 90% of my messages etc... and when I go to restore from backup .. still 24.5 GB of data is in Other .. so what is my next option?

Do I have to lose everything? Contacts, pics, messages and start from scratch?
