Sorry, A windows based computer must have 64 bit Windows 7 or later to install ITunes.
There are no older versions available.

If I want to use my iphone 5s as a XP pc hotspot for internet access, how can I do without itunes? I remember that the pc has to install itunes first, right?
The last version of iTunes to support Windows XP SP3 and Windows Vista is 12.1.2.27.

You shouldn't need to install iTunes to use the iPhone's hotspot.

I tried on an XP pc, my iphone 5s personal hotspot does not show up in network connections, no idea why.
I don't have a Wi-Fi enabled PC running XP to hand, but my iPhone's personal hotspot showed up on my Mac mini the moment I enabled it.
