I have spent hours and also went to a One on One and still cannot find a way to print photos
in custom sizes. ie: 5 1/2 x 9 3/4. I’m a decorator and use this often fitting photos to frames,
etc.
Does anyone know of a simple free App that I can install? I hate to put in Photoshop which I
used in former Windows computer. I don’t use all the bells an whistles is in Photoshop.

Preview, it's already on your Mac.
Have you looked at Preview>Tools>Adjust Size?

I get to Preview by going to Print > Open in PDF Preview > Tools At this point "Resize" does not light up
Thus, I cannot use this feature. Is there another way to get to the "Resize" button ?

You don't go to Print menu.
Go to Tools menu.

You're using the wrong menu, follow the instructions posted previously.
Problem is not solved.
I cannot find any other "Preview" anywhere on my screen. The only way I can get to Tools is stated above. And viewing this way it will not allow me to Resize
Where is the Preview
Open Spotlight, type the word Preview.
I think i understand the issue.
Preview is an app. It should be in your dock, but if not, it is in your applications folder. Open it.
From withn Preview, open the document you want to re-size, using "file --> open"
Now, with it open, go to "tools --> resize"
For the record, when i tried it, i could not resize a PDF. So i first saved it as a JPEG and then saw resize.

When you open PREVIEW, look at the menu bar for TOOLS. Click on TOOLS and the drop down menu will be what I posted. Then Click on 'Adjust Size...' and you will get the panel that I posted.
