Unable to activate iphone

I bought my iphone 5s for 250$ and when I was about to unlock it the icloud thing appeared, I tried contacting the guy that sold me it for a couple of days but no answer, please help me I don't know what to do.

Sorry. You got ripped off. It's probably stolen. There is no way to bypass the activation lock. If you can't contact the "guy" you bought it from, turn it over to the police.

Nothing you can do if the previous owner is unreachable or unwilling to help you. Without his password you cannot disable activation lock and use that device. If you can, return it for a refund. Apple will not help you defeat activation lock.
