No Notifications for Messages

Last week I posted this question.Messages Notifications

There were no replies to it.

Since that time I have reset the phone but the problem persists.

Just to be clear, notifications work as expected for Reminders, Mail and any third party apps for which it's enabled.

Only Messages has this problem.

If anyone has ideas about what might be going on, I'd appreciate hearing about them.
