My iphone 5 cannot Facetime with iphone 6 of other user

My sister and I have the iphone 5 and can Facetime ok. My bro has the iphone 6 and I cannot Facetime with him. why? is this because new phones cannot do facetime with old phones? Please help. Thank you.
