Why don't you want it to be journaled?
Looks like expected behavior to me. I've never seen non journaled as an option.
I'm using the drive strictly for video editing, and you're supposed to have it non-journaled when using a drive for that purpose.
Journaling is essential for OS disks (boot drives), but for disks used for video media, used for editing purposes, Journaling is not advised, as it can affect the speed of data being written. For video media (scratch) drives you would want to select the Mac OS Extended, no journaling.
Journaling only affects the speed of either writing to or modifying a file, it has no effect on the read speed of files. If you're writing a lot of data, for for a long period of time, like capturing video, the write speed of the data will slow down, as the Journaling record keeps updating it's self.

The option for OS Extended without journalling was present in Snow Leopard, 10.6.8, but is not present in Mavericks. I don't know about the systems in between. I'm afraid your only options are to put up with journalling or find a Snow Leopard (or possibly Lion/Mountain LIon) Mac and format it there.
Highlight the partition you want journaling disabled on (this is after you've already formatted the partition for Mac OS Extended (Journaled) ). Hold the Option key and click the File menu. The Option key allows Disable Journaling to show as a menu choice.

You have to wonder why they do that? Especially something that simple. Was it really necessary to hide it? Or hiding Save As under the Option key?
