How do I use Airport to backup a Windows PC?

You use whatever backup software you want that's capable of backing up to a network share.

FWIW. I use Genie Backup Manager on my Win8.1 PC to do backups to my Time Capsule. If you want a solution, similar to OS X's Time Machine, they also have a product called Genie Timeline.
