Why does my ipad rings when my iphone rings on one network but not another?

My iPad used to ring when my iPhone rang, but though some updates, it quit doing so. I visited by Dad and it worked there but not on our home network. My husband has the same thing happening - it will work at his job, but not a home. Is there something about U-verse networks that are preventing my iPad and iPhone from connecting?
