Update to ios 8.3 instead of 8.4?

I have an iPad 4. I am currently running ios 7.1. Can I update to ios 8.3 instead of the current 8.4? I am not interested in Apple Music, and there are a couple of other "features" and issues in ios 8.4 that I want to avoid, but I would like to update to something newer than what I have now.
