Safari says I'm running 8.0.7 but websites are telling me to upgrade because they don't support Safari 4. What is going on? How do I fix this?

From your Safari menu bar click Develop > User Agent

Deselect any check ✔️ marks then quit and relaunch Safari.

When I check again it is still check marked

Restart your Mac then launch Safari and try deslecting the check mark again.

Mozilla is still checked after a restart etc.
