Delete songs from itunes Match with (Windows iTunes)

With all of the absurdity associated with Apple Music (to which I do NOT subscribe), my songs in iTunes Match have gotten really messed up. What I'd like to do is purge all of my songs in iTunes match and then re-upload my music from my PC.


In the Windows world, there does not seem to be a way to do this. If I delete a song from my PC in iTunes, I get a message asking me if I want to remove the song from Match as well. I answer affirmatively. then, when I refresh my iTunes with Match, I see the same pesky song again.


How can I permanently delete everything in my Match account so that I can reload my music up to the Apple servers without all of the corruption and duplication that is is in Match now.


Seems like a straightforward task ... but I can't get it to work and Google has been of no help.
