I have a disabled phone, help me.

I have a disabled phone, its connected to the computer and I am signed in. This little screen pops up and looks as if its scanning something but at the top, it says "To allow access, please respond to your phone. Well my phone still says disabled connect to itunes. What am I suppose to respond to?
