new ipad air 2 cannot start in recovery mode

new ipad air 2 was bought recently. cannot start to get to the main screen. some says its in recovery mode. tried pushing both buttons together

brings back the screen usb to itune screen. i powered off came back to same screen, dont know what to do?

The screen with the USB cable pointing towards iTunes means it is in recovery mode, and you must connect to a computer running iTunes by following the instructions in http://support.apple.com/kb/HT1212 and summarized as:
