I've tried everything I can think of...I'm repeatedly getting the "podcast cover art must be between 1400x1400..etc".
No idea why it's not working.

It's normal to use double quotes - I don't know whether single quotes are acceptable. However that isn't the issue. The URL you give leads to a Photobucket web page hosting the image - this won't work. You must provide a direct link to the image. The 'Direct' link provided on the right of the page just leads back to the web page, so I don't know how you get a proper link out of them.
I've tried that. I've tried everything. No matter how I attempt to link to the picture, I get the same error over and over again.

You don't even have an 'itunes:image' link in your feed now. If Photobucket can't provide a direct link then you need to host your picture somewhere else. Any ordinary webspace will do.
