My iPhone 4s ran out of memory and its a 16 Gb but I just wasted 12gb

I was connecting my iPhone to I tunes on pc then it says storage full and my photo app crashes when I click on.

i Used only 12 Gb and my phone is 16 gb and it says in settings that have 0 bytes help!

iPhone 4S, iOS 8.1.3, 16GB

Then check Settings > General > About > Available
