Ios 8.4 download issues on 4s

Have a new 4s just wiped it restored it to a backup from my old 4s via itunes and im unable to download ios8.4it currently has 7.1.1... Also now that i have done this and myipad (on ios8.4) will not connect with my iphone. My texts dont come up on my ipad
